REP. PAEZ BACKS CIVIL SOCIETY ORGS. IN BUDGET-MAKING
COOP-NATCCO Partylist RE. CRESENTE C. PAEZ has co-authored HB 4113, which seeks to institutionalize Citizen's Participation in the Budget Process".
He, together with bill co-author, Rep. Leni Gerona-Robredo (3rd District, Camarines Sur), presented the key features of HB 4113 during a recent meeting of the Committee on People's Participation, chaired by Rep. Benjamin Asilo.
They explained that the bill aims to promote the active participation of the citizenry in the budget-making process through the Civil Society Organizations (CSOs).
REP. PAEZ said the CSOs will have to undergo an accreditation process to be able to enjoy certain rights and privileges provided for under the Bill.
These include receiving notices of hearing and consultations; being able to participate in regular and consultative meetings relating to the budget; and submit their own inputs; gaining access to copies of bills or budget proposals filed in Congress and in Local Government Units; and serving as resource persons during budget oversight.
Rep. Leni Gerona-Robredo also pointed out the importance of Sec. 12 of HB 4113, which directs Congress, concerned national government agencies,and Local Government Units to post in their websites and other public posting areas pertinent documents or information related to the proposed budget under deliberation.
